  1. 1) Learn the culture, traditions, mores and history of the area;
    2) Study any previously successful and unsuccessful attempts concerning hostage extraction from the the country or similar areas;
    3) Make contact with operators and/or organisations who have had previous experience with similar operations as the one being prepared;
    4) perform a risk to benefit analysis when as much of this material as possible has been gathered
    5) If the analysis appears promising, put together the strategic & tactical plans, materials and men required.
